Conclusion

For the implementation of its cultural and educational policy in Vardar Macedonia during the period of 1941 - 1944 the Kingdom of Bulgaria allotted the amount of 662.032.941 lv. Of these 66,8% (442.171.820 lv) were spent during 1943 and 1944 [53], i.e. after the conclusion of the Stalingrad battle (February 2, 1943 ) which the former communist historiography consider as crucial in the course of the World War II [54]. In this situation the Bulgarian Government was aware that most probably Bulgaria will not be in position to detain the newly liberated territories. Nonetheless the sum was spent because it was a long-term investment; it was aimed to help the local Bulgarians and not the state.

To the 'new territories' 44.316.000.000 lv. were allotted - which is 42% of the state budget and considerably exceeds the share of Macedonia's contribution to the Bulgarian National Economy. People living in the old areas of the country suffered material privations so that to integrate completely their co-nationals from Macedonia into the Bulgarian national life. All the bigger is the sin of the left-wing internationalist forces which after 22 June 1941 started to destroy the Bulgarian national unity working under foreign orders. [55]

The facts published here point unmistakably that this was not a policy of occupation but act of state care for economy and culture in the newly included part of Bulgaria. Hence the Bulgarian State Presence in the region along the Vardar river in Macedonia in 1941- 44 was completely different not only from the inter-war Yugoslavian rule but also from the "federal Yugoslavian" regime established after 9 September 1944 in Vardar Macedonia.

54. Inidicative about the responce in Vardar Macedonia to the Stalingrad battle are the following memoars:
... "The encirclement and destruction of the German army near Stalingrad changed the thought among the Bulgarophils as well ... There were cases when Macedonian soldiers serving in the Bulgarian army could hear from their officers: "You will be again under Yugoslavian authority". (S. Milevski, Sekiavania ...., p. 76 and p. 126)

After 1956 Bulgarian authorities stubbornly denied the words of the communist leader Georgi Dimitrov : "The massive progressive Macedonian movement was supported in Bulgaria in the name of the right of the Macedonian people to determine its status as a independent nation - a process that enjoys the strongest support in our party (note of author) ". (V Congress of BCP Shorthand report, Sofia 1949, p. 191) For to prevent these crimes Tzola Dragoitcheva unceremoniously declared: " Georgi Dimitrov never used the term "Macedonian nation" .
